I've fixed probably 40 headshakers by now by replacing SA bearings. If you want to TRULY understand what's going on, which you don't now, read SAE Pub #402, on MC dynamics and handling. The main point would be that SA and rear wheel has about the same masse as fork, so as itself it can have about the same resonant frequency. No doubt about it, that can make the fork shake. Weaves as such are a function of the resonant frquency of the entire rear end, from SH back. That relates to a much larger overall mass and hence the lower quoted frequasnies for weaving.
