You just may be right. I sent them a mostly polite notice that 
advertising was prohibited here and got a nice "we're sorry, we
didn't read the rules." Which is what about 99% of the first time
offenders reply. Most of them never come back, but occasionally
one of them joins in. And even more occasionally one of them comes
back and advertises more-and sterner measures are required.
