After a little looking around, the calculator is indeed an eBay service. Also, if you click on the icon of the calculator in that window, another dialog box pops up to let you know what shipping rate will be applied to the auction -- in the case of the AC-130A, USPS Parcel Post, the least expensive rate, so it would appear there's some padding taking place. It enables the seller to not admit to charging 'handling' to the total price.
So, open your eyes, use some logic and make informed decisions.
