Canada just happens to be a world leader in this field.  The body of
knowledge is summed up quite nicely in Health Canada's 'Safety Code
6'.

In general, if your 2m antenna was mounted on the trunk lid and
someone was sitting in the back seat and you transmitted 50 or 75
watts for the full six minute averaging interval, you might be in a
situation where you'd be in excess of the guidelines.  In other words,
your passenger's head might get slightly hotter than recommended. 
With a top mounted (VHF) antenna, there is not likely to be any
problem - but who knows without checking...  You're in the nearfield
and that complicates things...

The whole RF Safety field is still somewhat immature (IMHO).
