That's sort of true, but incomplete.  Like most businesses in America,
their first financial priority is avoiding lawsuits.  While they like to
make a buck or two on an auction, what they *really* don't want is to
pay a huge fine imposed by the FCC or lose a huge lawsuit.

Can't blame 'em.
