The Remington 541S is a bolt action rifle. So is
when you work the bolt to load a new round that
the problem occurs ?

If so then check the feeding ramp to see if it is
rough and preventing feeding, check the fit of the
magazine into the rifle and how the rounds fit
into the magazine. You probably need to buy a new
magazine and test the feeding using it.
