They can fall off of the nipples. This problem can often be remedied simply by a little pinching and squeezing of the open end of the cap so as to make it fit more snugly. I don't know of any *federal* laws relating to the swapping and selling of ammunition and components and percussion caps among fellow sportsmen and hobbyists, except that the sellers and buyers must be older than 18 or 21, depending on whether the ammunition is to be used for a long gun or a handgun. Swapping and selling of ammo and components happens all the time and very openly at flea markets, yard sales, and gun shows. Small arms ammo and components may be shipped legally through Fed-Ex and UPS and other shipping services, but not through the US Postal Sevice. Washington DC and perhaps a few other very anti-gun local jurisdictions prohibit even the possession of any ammunition and/or components. Some of the anti-gun states and local jurisdictions might regulate and restrict ammunition transfers. Dunno. I am not a lawyer.
