They may not be region specific in the sense that you can play any GBA cart on any GBA, regardless of what country it was produced in, however, Nintendo of America and Nintendo of Japan are two separate corporate identities. They are related, obviously, but their operations, records, and procedures are not connected. They can't be since they answer to different legal systems. Nintendo of America does not (I suspect) have any Japanese GBAs' serial codes on file, since they were produced, distributed and sold by Nintendo of Japan (and then imported to America).
