Tech: Newbie Video Issue

Hi everyone, I am a morning fresh newbie to the video world. I usually stick
with pinball's, but my friend has a donkey Kong, and a pacman cocktail
games. The pacman monitor will not turn on but I can hear it trying to
energize, the donkey Kong turns on but there are just lines going across the
monitor, both games will start and you can  "play"  w/o video. I have heard
that sometimes caps need to be replaced on the boards etc. Is there any
really good source for information for newbie's or beginners?
