I'd assume they would. The only reason I haven't used such CD-Rs is that I get standard 74s and 80s for a lot less. The only concern I would have would have to do with the groove. On some of the mini cd-r discs available, the groove is VERY narrow (to allow for as much data as possible to be written to the disc) and I would definitely advise writing at 2x just to be sure. As for Sega CD, I couldn't say because I don't own one. Again, I don't really see much of a reason for them to not work. I'd give it at least one go in each machine.
