Unless nobody else has any FSS, the only way you can win is by seizing
of burning for victory. If nobody else has any, you can win by playing
a FSS. Other abilities that mess with victory conditions will not
suffice.

You can play them both, even if this would put you at victory
conditions, but you can't win off it. No matter which order you play
the cards, the City Park will be in play before Never Surrender
resolves.

You can win off the City Park in the situation where nobody else has
any sites in play and you're still one away from victory after the
burn, but the Never Surrender cannot help.
