[FIST] Never Surrender question

Dudes,

I just want to clarify that it is not possible to win by playing City
park + never surrender when a site you control is burned.  I'm
assuming it's not, but does anyone have specifics?  Site is burned,
Never Surrender comes out, then city park can't be played correct?

PS: I tried to get on Yahoo groups for 'fist, but I both forgot my
password, couldn't find the forums AND was annoyed by the ADS (!!!??).
 I'd like to pester a larger audience with my shadowfist nonsensories,
but is yahoo really the best solution?
