(Not "target library of a player"; it targets the player, and AFFECTS the player's library. Or doesn't affect it.) Then, a(ny) player may have Book Burning deal 6 damage to him or her. If no player does (active player gets the choice first, followed by opponents in turn order), the chosen player has to mill the top six cards of their library. (It also has nothing to do with whether a player owns a Book Burning, has a Book Burning in hand or in graveyard, etc.) It works much like any other "unless" card.
