Hmm? Doesn't seem all that hard to figure out. But let's go at it step by step:


You cast the spell. At that time, you target a player. (Usually your opponent, but you could use this on yourself to get closer to threshold, for instance, or in a Reanimator deck.)

Assuming it is not countered, it sets up an effect whereby the top 6 cards of the target player's library will be moved to the graveyard.

Now, each player in priority order (usually that means caster, then opponent) has a chance to stop this from happening. If they decide they want to stop it, they allow Book Burning to deal 6 damage to them. If not, they pass, and the next player (in priority order) gets a chance. If no one prevents it, then the cards move to the graveyard.
