Meanwhile, I refer you to this: http://wizards.com/magic/comprules/MagicCompRules100103.txt Down around section 306 you'll find the complete blow-by-blow of the combat phase. 309 is "Declare Blockers phase", and after blockers are declared comes a chance for the active player (attacker) to play spells, then the non-active player (defender). So you could in fact cast Terror at this point, after blockers are declared, because #310 is "Combat Damage Step".
