Continuous effects apply all the time while a permanent is in play.
Therefore, it doesn't enter first as it's printed and change then, but you
calculate it's statistics before it enters play, then you put it into play
with those statistics.

EV. Note that the land will be summon-sick as well.

Now, this situation is a tad different, since the Kjeldoran Outpost has a
Weird Wording. The Kjeldoran Outpost doesn't come into play then trigger a
land-sacrifice, but it replaces it's own CIP event. Those events take place
before any continuous effects can override the abilities written on a card,
so you have to process the KOs ability, even if you won't be able to tap it
for W or soldiers.
