Smokestack and Polluted Delta

I have Smokestack out with 1 soot counter on it.  My opponents turn
starts and he "targets his Polluted Delta for sacrification due to the
Smokestack and then in response twists the Delta to go get an Island".

Does this work or in response to the Smokestack effect he can go get a
land but still needs to sac a permanent?

Also, with Tangle Wire, the same story, if he targets three lands for
tapping and then taps them to cast Cunning Wish, is he done or does he
need to still tap three permanents that are currently untapped?
