No.

No.  I'm not really fond of this myself, but at least wins and
losses in casual are have no consequences (that's why it's casual).
People who do this are, in my opinion, jerks, and you should
avoid playing them again.

Not in casual.  Note that games where wins and losses mean something
(leagues and sanctioned tournaments) are played on a clock, and
further more will automatically hand a loss to someone disconnected
for more than, I believe, five minutes (might be ten).  So you just
have to wait for their time to run out.  Unforunately, that's not
an option in casual, which isn't timed in any way.
