Sure, the effect is reasonably good, but worth an action/master and 2 card
slots? Maybe you can make an argument for Humanitas, but I'd rather make the
deck better at beating people up, than better than rescuing people from
torpor at 1 stealth. 1 stealth doesn't tend to get much done around here.

And I suppose he is less vulnerable to Anarchist uprising. I don't think
being underestimated really makes a difference in effectiveness. Fear has
its upsides and downsides.
