VTES Singles, by set, or by type, or what?

When buying VTES Singles on the web (NOT including EBAY), do people
prefer to buy by set, by type, or something else?  In other words, if a
seller lists Govern the Unaligned, would one need to do it by set, or
does it matter?  Just curious.
