The anarch deck IN THE BEST CASE SCENARIO is MAYBE how you described it above. Besides, who plays with Secret Horde (Or Powerbase Washington), even though "In the Long run" you'll be paying off better. Really, though. Anarchs to almost anything else is like comparing Powerbase ANYTHING ELSE with Powerbase Montreal.
