Just a guess:  If Maeglin gets to the stairs, he will leave the level.  Once
that happens, you cannot complete the quest.

The safe way to play this quest to complete (rather than survive):  stand on
the stairs and kill things as they come to you.  Maeglin will always approach
the stairs, even if he's not in range to react to you personally.  He only
aviods the staircase if he's critically injured and has to pass you to get to
it.
