It lists in what became typical fashion all of the Com Guard units and
their HQs.  Again, the already-stated problem is that until the Clan
invasion each of these units was typically broken down into units of
battalion size or smaller on several different worlds... at least after
3030 or so.  In 3025 probably a large portion of the force was being kept
on Earth, with perhaps a few other large concentrations in the IS.

Comstar had "only" hired (and kept on a contract) Brion's Legion after
BL's disastrous performance in the 4th SW.  In the history of Comstar as
described in the ComStar SB, they'd covertly hired a few units in the past
for various clandestine dirty work, but never kept those units longer than
necessary.

So in essence, CS in 3025 didn't show *any* merc strength on paper.
