If there's no Filipino rules site listed in FAQ 4b, I don't know of one anywhere. But the rules are basically this: play Asian rules (chows & pungs), 16 tiles in the hand (win on 17). All winds, dragons, & flowers are exposed immediately upon receipt, and score extra points. For payment purposes, you can decide if a point is worth a dime or a quarter or whatever. Per FAQ 14, you can also award extra for pretty patterns if you want, until and unless you run into a group that plays and can tell you what exact scoring techniques they use. See if Four Winds (FAQ 5) has a Filipino mode. I can't check easily because I'm writing from a hotel computer where they're charging me for every 10 minutes. Sorry I can't be more specific than that!
