Actually these are not "brute force" solutions.  MR is a spell in Magic, 
and in comics there are examples of devices or even training that make 
people resistant to PSI: Magneto's helmet and Xavier's mental shield 
training cases in point.

Its like an arms race.  If an ability could be used in a certain manner 
that was 'abusive' but isn't present in the game world then there there are 
two options: 1) this is the first time this has appeared in the game world 
or (more likely) 2) effective countermeasures have been developed.

Even if this is the first time this sort of thing has happened eventually 
word is going to get back to TPTB and they WILL start working on counter 
measures.
