Indeed, if you assess fatigue ever ten seconds, you'll get people pausing at least after every nine seconds. Possibly earlier, so that their opponent can't press them effectively. There really needs to be a better reason to hang back and wait for your opponent. Getting people to reveal actions all simultaneously would probably encourage people with decent Speed to Wait more frequently, I think.
