The problem mostly lies in the "Emergency Only" limitation, and a chosen style of game design. If you have a generic "Emergency Only" limitation it isn't going to fit every possible advantage or power it's applied to. If you write up an individual "Emergency Only" limitation for _every_ advantage or power it might be applied to it takes up far too much room.
