James Bond assassinates people all the damn time. That's what "killing
in the course of spy work" is, unless you consider him a soldier
fighting a war, which he's not, because Britain doesn't declare war on
the people he's killing.
In the opening of Die Another Day, he's in South Korea pretending to be
an arms merchant and the bad guys use face recognition technology to
check his identity. He's talking to the negotiator and the exchange
between the two intelligence people a bit to the side goes something
like this:
Intelligence Operative A: "So who is he really, then?"
Intelligence Operative B: "His name is James Bond; he's a British assassin."
My favorite part of that movie. I love it that they actually came out
and said it bluntly like that.
