Che should be under control of the old_owner of the sector
rather than acting independently.

The old_owner should be shown when doing a census
any sectors in the region which have some of "his" che,
and how many of his che are in the sector

che could move from old_owned sector to old_owned
sectors, and attack old_owned sectors
