If what you are driving at is whether players only sign up for games on judges that they are already registered on, I don't think that's the case in general - though maybe I should only speak for myself. Having said that, there may be some players who prefer to play on judges based somewhere near their timezone, though in our wonderful connected world I don't see that as a big issue, and don't include myself in that cohort either. I actually enjoy playing games on NZMB (the other side of the world from the sunny UK) because game deadlines are generally between mid-morning and lunchtime GMT, which is far more suitable to my sleep patterns than around midnight...
