If he sent in more adjustments with his order than were required, the last
valid orders will be honored. So if he had 2 builds due (but thought he had
three), and if he sent in something like...

build a mos
build a war
waive

...he would get a new army in war and that's it. The judge is looking for
two builds and it takes the last ones submitted (war & waive). Similar
treatment applies to removals. The player is culpable in these scenarios,
since he should check his judge confirmation to see that his orders are as
he wants them. If he is not getting confirmations, that's a whole other
issue. My separate post and those by others cover that situation.
