This treatment of the judge selecting a coast for a player only occurs for
fleets moving por-spa, mao-spa, or con-bul, and for any units supporting
such moves.

Eh, not everybody will agree with that. I think the rules are clearly
ambiguous about this. My preferred interpretation is that coasts are
required. From my perspective, it would be better for the judge to generate
an error flag instead of the arbitrary spa/nc or bul/ec.
