A build of F Kiel is deliberately ambiguous.  It 
can go to Hel as part of an attack on England, 
or it can go to the Baltic to attack Sweden.  
Which way it goes depends entirely on the 
current game, and not at all on statistics.  You 
need to talk to Germany, (and Russia, and 
France, and the other Powers in your game), 
not us.
