I would recommend the programming/scripting language of your choice
plus server-side use of ImageMagick (http://www.imagemagick.org/), a free
open-source toolkit for manipulating and compositing images. I'm
currently working a on a system making use of such to generate pirate
flags and present them as a single png image file to the end user.
