Well I'd use a simple Vector Graphics program. In my case !Draw (which is
free) but, if you're stuck with using Windows software you'd have to go for
something more complex and expensive like Xara X www.xara.com/
Of course this is best if the components themselves are in vector graphics
format (& if they are could you say where they are available?).
!Draw can be used effectively by 10 year olds but is used by professionals
for book/scientific journal illustration. Xara (or ArtWorks in its original
incarnation) was a development from Draw allowing more drawing options but
becoming more complex in the process.
!Draw is not to be confused with the inferior Microsoft product with a
similar name but only runs on RISC OS machines or Windows running a RISC OS
emulator (and comes free with both emulators).
