By the way, I've never played 2S-4H as a splinter. I would expect it to be to play opposite a pickup partner. It is undiscussed in my current partnership, but I would consider it to be to play if partner tried it (3H would be nonforcing for us). That being said, I don't agree that a splinter is useless here. A weak two bid is wide-ranging in strength (at least for many people it is). A splinter doesn't simply ask "Do you have wastage in the splinter suit?" It is more of a suggestion that partner should consider how good his hand is after downgrading honors in the splinter suit. If you were at the top of your HCP range to start with, you can easily have a king or queen in the splinter suit and still feel that your hand is good opposite the splinter.
