Hmm, I also play it for t/o at the 3 level, but now that I think about
it, if there is no way to penalize a 3 level bid, what keeps the
opponents from bidding 3 on almost anything non-vulnerable?

Maybe I need to start checking my opponents cards to see if they have
that agreement.
