In decades passed, this was a penalty suggestion, say 14-15 count with 4-5
good dimaonds.
Now many would play it as weak takeout, say a 4-4-1-4 10 count.
What do you do and why?

Penalties.

If I had a light take-out I'd have made it last time. The auction has
not noticeably improved my hand.

The idea of two-way doubles is very appealing, but I don't like them
in practice as to interpret partner's double correctly you have to
trust the opponent's bidding. Always an error to have a systemic
agreement of that form.

John Armstrong tells me that Paul Hackett's doubles are always two-way, and he [John] usually takes them out - because they are usually making whether they are takeout or penalties!
