Probably the most practical approach would be, when the default room gets too big, to create a new room, and start adding newly-connected people to it. As the older rooms empty out, new players get added to them to keep them full. You also allow players to join arbitrarily named rooms. (This is what's done on the online game server battle.net, and probably others.)
