How do you propose this?  Handcuff the players to the chairs?  If you make a
rule that a game abandoned before it is a technical draw is a loss for both
players, you will still find draw-minded players intentionally steering the
game into a technical draw.  Players simply need some kind of body language
signal that they want a draw, after which circumventing the "no agreed draw"
rule is easy but time-wasting.
