The difference between the EV's of doubling and standing with soft 21 vs
dealer's hard 16 in "double exposure" is not as big as in regular
blackjack.  And this is because the dealer wins pushes as you pointed
out.  Here are the numbers:

Probabilities - dealer hitting hard 16:
dealer21:  1/13
dealer20:  1/13
dealer19:  1/13
dealer18:  1/13
dealer17:  1/13

EV's for player's hands=1-2prob.(loss)
player21:  11/13
player20:  9/13
player19:  7/13
player18:  5/13
player17:  3/13
player<17;  3/13
EV(double soft 21)=
2x(4x11/13+9/13+7/13+5/13+6x3/13)/13
=166/169 = 12.77/13

One problem though--Atlantic City casinos won't allow a player to double
a soft 21.
