In my area you have to have a license for a kennel if you have more than 4 dogs. Kennels can only be in specific zones. In any event, our home owner's association prohibits the operation of a kennel. My relative's neighbors have put up a silt fence to keep out leaves (and presumably the dogs). I'm quite surprised that they haven't called the authorities. I know that they have reported her to the HOA's for having disabled, wrecked, and unlicensed cars parked in her driveway and someone called the police a few times because of noise.
