There sare many ways of doing this. If to run off of AC
you'll require a transformer and rectifier to get
dc levels to run any gates/LED drivers.
For the time keeping, you could use a Shmitt trigger fed by
the stepped down AC signal itself and feed the output into a
counter. You'll have 60Hz * 60 pulses to give you 1 minute....
