video processor

Hello,
I'm looking for a video processor (a heart of system) for my home project :
a burglary alarm visualisation on TV-CVBS (or CRT/LCD). On alarm from
detector will be show up on TV an image with a disturbed zone and
instructions for a security service. Which of chips type should I use for
the project? The Blackfin (Analog Device) chip may be used? I'm looking for
the simplest solution.
