If it was my skirt, and after having seen these people in action, and since it's a ballroom dancing costume and should have just a bit extra OOMPH, I'd put fishline in both the chiffon layers and at least the top lining layer, if not both of those, too. This will give the skirt a really nice flow of fullness and movement without looking like Scarlet heading off to a BBQ.
