Ballroom Dancing Skirt

I am making a ballroom skirt for a costume party my husband and I are 
attending.  I have the skirt put together, with just some finishing and 
hemming remaining.  The top layer is chiffon, and the underlayer is a 
lining.  Each layer is a double skirt.  The chiffon also has godets.

I am planning to use a serger for hemming the skirts (rolled hem).  I am 
trying to decide whether to put fishline into the hem(s) to help the skirt 
have more fullness away from my body.  Any suggestions?  If was to put in 
fishline, is the fishline put into the top or bottom layer?
