RFD: rec.crafts.scrapbooks



                     REQUEST FOR DISCUSSION (RFD)
               unmoderated group rec.crafts.scrapbooks

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup rec.crafts.scrapbooks.  This is
not a Call for Votes (CFV); you cannot vote at this time.  Procedural
details are below.

Newsgroup line:
rec.crafts.scrapbooks   The art of scrapbooking and its techniques.

RATIONALE: rec.crafts.scrapbooks

This group already exists on some servers.  It has proven popular and
well-used even though it's not carried on many servers, and there seems to
be no reason not to turn it into an official Usenet newsgroup.  Customers
at Usenet providers that only carry the official group list have indicated
an interest in reading this group.

Current users of rec.crafts.scrapbooks, please note that this group is not
carried on some Usenet news servers because it didn't pass its original
vote.  Some servers chose to create it anyway, but this message begins the
formal process of getting it voted on again.  Details are in the procedure
section below, but basically in a bit less than a month after this
message, there will be a vote, and if the vote passes, the group will be
made "official" and more sites will carry it, making it easier to find and
participate in.

This may look like a dumb formality to people who already have access to
the group, but not everyone can get to it right now because back when it
was first proposed, fewer than 100 people were interested.  It seems
rather clear that far more than 100 people are interested now, and there's
no reason to go back and redo the earlier "missed" step.

newsfeed.stanford.edu has seen the following traffic in this group over
the past week:

    2003-11-04   87 articles
    2003-11-03   89 articles
    2003-11-02  125 articles
    2003-11-01   70 articles
    2003-10-31  115 articles
    2003-10-30  130 articles
    2003-10-29  142 articles

This does not count messages crossposted to other extant Big Eight
newsgroups.  This is clearly enough traffic to warrant a Big Eight
newsgroup.

CHARTER: rec.crafts.scrapbooks

The purpose of the newsgroup is to facilitate open discussion of the craft
of scrapbooking.  It will provide a global forum to discuss topics
concerning scrapbooking, its techniques, vendors, supply sources, and to
arrange swaps.

The group will be unmoderated.

Postings from vendors advertising products and sales related to
scrapbooking supplies are welcome, provided they announce the word
"vendor" in the subject of their posting.

END CHARTER.

PROCEDURE:

This is a request for discussion, not a call for votes.  In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it.  Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal".  Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.
