The OP is in the state of Washington USA. Some locales have laws requiring original factory equipment or tested replacement parts. The engine models not originally imported were not tested for compliance with smog laws. The engines themselves may be satisfactory, but the paper trail is missing. I had a 1980 toyota truck with a 20R engine that I replaced with a 21R imported engine. This combination passed smog certification several times in California USA, so it was legal here at that time.
