I did surprize some folks out on a dawn stroll, but other than that no one bothered me. In ten minutes I was at the airport. I also spent a night out in the desert southeast of the city earlier. The road I took was rough but barely passable to two-wheeled traffic; it eventually led to a small hollow out of sight of the highway. This was a bit farther afield from Reno. And if it looks/smells/hints/ of rain, don't go dirt anywhere. Pay the price at a hotel or campground. There is a YMCA on the north side of town for cheap showers and maybe too a place to stay (not sure about the latter).
