I have blue jays all over the place.  The feeder here is in constant use.
Mostly UBBs, but the suet feeders are also used by Hairys and Downys.
Odd that you have trouble.  I'm just using hulled sunflower seeds with a
handful of
regular seeds mixed in with it.
Have you tried a different feed?
Could something in or near the feeder be producing a noxious odor?
How about just setting out a tray of something different and see
if you get a response?

If you're in Zone 5, make sure it's heated.
It's been in the 20s all day today here, also a Zone 5.

Now is that a blue bird house or a bluebird house or is
it possibly a blue bluebird house?
